The SCAQMD has a governing board of thirteen members.

Ten of the members are elected officials representing the various communities within the entire district.

The four Boards of County Supervisors elect one of their own members to serve a four-year term. Cities meet in “City Selection Committees” composed of the mayors or mayor-designated council members to elect one of their members for a four-year term. Cities voting strength in the committee is weighted by their population. In Los Angeles County, the 88 cities are split into Eastern and Western regions, each with a separate city representative. The Mayor of Los Angeles appoints a member of the City Council to sit for the City of Los Angeles. The three remaining members are appointed by the Governor, State Assembly, and State Senate.
